10.1APPLICATION OF THESE REGULATIONSЭнэхүү журмын хэрэглээ
10.1.1These Regulations shall be enforced towards the Election Process (Executive Board and ITTF Council) and Appointment Process (Integrity Board, Audit and Finance Committee and Permanent Committees) and shall apply to the Nominations Committee, Executive Board, ITTF Council, Integrity Board, Audit and Finance Committee, the ITTF Tribunal, Permanent Committees, Nominating Associations, each member of the foregoing bodies, Candidates, Existing Officials, ITTF staff, and such other persons who agree to be or are otherwise bound by these Regulations (“Covered Persons”).Энэхүү Журам нь Сонгуулийн үйл явц (Гүйцэтгэх зөвлөл ба ITTF-ийн Зөвлөл) болон Томилгооны үйл явцад (Шударга байдлын зөвлөл, Аудит, санхүүгийн хороо ба Байнгын хороод) заавал хэрэгжинэ. 10.2PRINCIPLES GOVERNING THE ELECTION PROCESS AND APPOINTMENT PROCESSСонгуулийн үйл явц ба томилгооны үйл явцыг удирдлага болгох зарчмууд
10.2.1The Election Process and Appointment Process are governed by these Regulations and the Statutes.Сонгуулийн үйл явц ба Томилгооны үйл явцыг энэхүү Журам болон Дүрэм журам (Statutes) зохицуулна.

10.3GENERAL OBLIGATIONS OF CANDIDATES FOR ELECTION AND APPOINTMENTСонгууль ба томилгоонд нэр дэвшигчдийн нийтлэг үүрэг
10.3.1Candidates for Election are entitled to promote their candidacy, subject to these Regulations and the Statutes.Сонгуульд (Election) нэр дэвшигчид энэхүү Журам болон Дүрэм журмын хүрээнд өөрийн нэр дэвшилтийг сурталчлах эрхтэй.

Part III: Supervision of the Election and AppointmentIII хэсэг: Сонгууль ба томилгооны хяналт
10.4SUPERVISING BODYХяналт тавих байгууллага
10.4.1The Nominations Committee shall be the responsible body to oversee and supervise each part of the Election Process and Appointment Process in accordance with these Regulations and the Statutes .Нэр дэвшүүлэх хороо (Nominations Committee) нь энэхүү Журам болон Дүрэм журмын дагуу Сонгуулийн үйл явц ба Томилгооны үйл явцын хэсэг бүрийг хянан, хяналт тавих хариуцлагатай байгууллага байна.
10.4.2The Nominations Committee shall operate and carry out its duties, responsibilities, and obligations in accordance with these Regulations, its terms of reference, and the Statutes and shall have and exercise all powers and authority necessary to carry out its duties, responsibilities, and obligations as set out in these Regulations.Нэр дэвшүүлэх хороо нь энэхүү Журам, өөрийн ажлын удирдамж (terms of reference) болон Дүрэм журмын дагуу ажиллаж, өөрийн чиг үүрэг, хариуцлага, үүргээ гүйцэтгэнэ. 10.4.3The Nominations Committee shall be responsible for Vetting a Candidate to be Appointed or Elected to a Key Position.Нэр дэвшүүлэх хороо нь Гол албан тушаалд (Key Position) Томилогдох эсвэл Сонгогдох Нэр дэвшигчийг шалган нягтлах (Vetting) үүрэгтэй.
10.4.4The Nominations Committee may issue directives, guidelines, or such other documents to govern the Election Process and the Appointment Process.Нэр дэвшүүлэх хороо нь Сонгуулийн үйл явц ба Томилгооны үйл явцыг зохицуулах удирдамж, заавар эсвэл бусад баримт бичиг гаргаж болно.

10.5APPLICATIONӨргөдөл

10.5.1.1The Candidate’s name, date of birth and office address;Нэр дэвшигчийн нэр, төрсөн огноо, ажлын хаяг;

10.5.1.5The Key Position for which the Candidate is applying; andНэр дэвшигчийн өргөдөл гаргаж буй Гол албан тушаал (Key Position); болон

10.6DECLARATION FORMМэдүүлгийн маягт
10.6.1The Candidate shall provide the necessary information and shall further complete any prescribed Declaration Form to represent and warrant that any and all information provided by the Candidate in the Application is true, accurate and complete.Нэр дэвшигч шаардлагатай мэдээллийг өгч, мөн Өргөдөлд өөрийн өгсөн бүх мэдээлэл үнэн, зөв, бүрэн гэдгийг илэрхийлж, баталгаажуулахын тулд тогтоосон Мэдүүлгийн маягтыг (Declaration Form) бөглөнө.

10.7SUBMISSION OF APPLICATIONӨргөдөл хүргүүлэх

10.8VETTING PROCESSШалган нягтлах үйл явц
10.8.1The Vetting Process shall apply to each Candidate and towards each Application submitted in accordance with this Article 10.8.Шалган нягтлах үйл явц (Vetting Process) нь энэхүү Article 10.8-ийн дагуу Нэр дэвшигч бүр болон гаргасан Өргөдөл бүрт хэрэгжинэ.
10.8.2The Nominations Committee shall screen the Candidate by way of their Application to determine their Eligibility to be Elected or Appointed to a Key Position in accordance with Article 10.10.Нэр дэвшүүлэх хороо нь Article 10.10-ийн дагуу Нэр дэвшигч Гол албан тушаалд Сонгогдох эсвэл Томилогдох эрхтэй эсэхийг (Eligibility) тогтоохын тулд түүний Өргөдлөөр дамжуулан шалгана.

10.8.4.1If it is to the knowledge of the Candidate that they are no longer, or unlikely to be, Eligible, the Candidate shall immediately notify the Nominations Committee in writing of such knowledge.Хэрэв Нэр дэвшигч өөрийгөө эрхгүй болсон, эсвэл эрхгүй болох магадлалтай гэдгийг мэдвэл энэ тухайгаа Нэр дэвшүүлэх хороонд нэн даруй бичгээр мэдэгдэнэ.

10.10ELIGIBILITY REQUIREMENTSЭрх бүхий байх шаардлага
10.10.1All Candidates must be determined as Eligible for recommendation and Election or Appointment to a Key Position to the full satisfaction of the Nominations Committee.Бүх Нэр дэвшигчийг Гол албан тушаалд санал болгох болон Сонгогдох эсвэл Томилогдох эрхтэй (Eligible) гэдгийг Нэр дэвшүүлэх хороо бүрэн итгэл төгс тогтоосон байх ёстой.

10.11RESTRICTIONS ON CANDIDATES FOR APPOINTMENTSТомилгоонд нэр дэвшигчдэд тавих хязгаарлалт
10.11.1Candidates for Appointments shall not engage in any promotion of their candidacy.Томилгоонд (Appointment) нэр дэвшигчид өөрийн нэр дэвшилтийг ямар ч хэлбэрээр сурталчилж болохгүй.

10.12SPECIFIC OBLIGATIONS OF CANDIDATES FOR ELECTIONСонгуульд нэр дэвшигчдийн тусгай үүрэг
10.12.1In addition to Article 10.3, Candidates for Election shall ensure that their promotion of their candidacy adheres to the regulations set out in this Part V.Article 10.3-аас гадна Сонгуульд (Election) нэр дэвшигчид өөрийн нэр дэвшилтийн сурталчилгааг энэхүү V хэсэгт заасан журмын дагуу явуулж байгааг хангана.
10.13PROMOTION AND PROMOTIONAL MATERIALSСурталчилгаа ба сурталчилгааны материал

10.15GIFTS, ETC.Бэлэг гэх мэт

10.18ASSISTANCE FROM STAFFАжилтнуудаас авах туслалцаа

10.18.2Despite Article 10.18.1, it is permissible for general administrative support and services to be provided to ensure that the Election or Appointment is conducted in a fair, open and consistent manner.Article 10.18.1-ийг үл харгалзан, Сонгууль эсвэл Томилгоог шударга, нээлттэй, тууштай нэг жигд явуулахыг хангах зорилгоор ерөнхий захиргааны дэмжлэг, үйлчилгээ үзүүлэхийг зөвшөөрнө.
10.19BREACH OF A REGULATION UNDER THIS PARTЭнэ хэсгийн журмыг зөрчих

10.21.1Each Candidate for the Key Position of the President shall given an opportunity to make a presentation on the Election day or the day before for approximately 10 minutes and under similar conditions, prior to the voting procedure.Ерөнхийлөгчийн Гол албан тушаалд нэр дэвшигч бүрд санал хураалтын өмнө, Сонгуулийн өдөр эсвэл түүний өмнөх өдөр ойролцоогоор 10 минутын хугацаанд, ижил төстэй нөхцөлд танилцуулга хийх боломж олгоно.

10.22VOTING PROCEDUREСанал хураалтын журам
10.22.1Member Association (or its representative) that is entitled to vote in the Election shall cast their vote in the manner set out in Article 1.48 of the Statutes and as follows.Сонгуульд санал өгөх эрхтэй Гишүүн холбоо (Member Association) (эсвэл түүний төлөөлөгч) Дүрэм журмын Article 1.48-д заасан журмаар болон дараах байдлаар саналаа өгнө.

10.23ANNOUNCEMNT OF RESULTS OF ELECTIONSСонгуулийн дүнг зарлах

10.24RETENTION AND DESTRUCTION OF BALLOTSСаналын хуудсыг хадгалах ба устгах
10.24.1After the Election has been completed, the ballots (whether physical or electronic votes) shall be retained for a period of one month and after which, the Nominations Committee shall call for, oversee, and confirm the destruction of the ballots.Сонгууль дууссаны дараа саналын хуудсыг (биет болон цахим санал аль аль нь) нэг сарын хугацаанд хадгална. 10.25SUSPECTED BREACHСэжигтэй зөрчил
10.25.1Covered Persons shall be promptly report any suspected breach of these Regulations to the Nominations Committee:Хамаарах этгээд (Covered Persons) энэхүү Журмыг зөрчсөн гэж сэжиглэж буй аливаа зөрчлийг Нэр дэвшүүлэх хороонд шуурхай мэдээлнэ:
10.25.1.1Any suspected breach of any Regulation under Part V must be reported within 24 hours following discovery of the circumstances.V хэсгийн аливаа журмыг зөрчсөн гэж сэжиглэж буй зөрчлийг нөхцөл байдлыг илрүүлснээс хойш 24 цагийн дотор заавал мэдээлнэ.

Any Covered Person may appeal the decision of the Nominations Committee to the ITTF Tribunal in accordance to the ITTF Tribunal Regulations.Аливаа Хамаарах этгээд Нэр дэвшүүлэх хорооны шийдвэрийг ITTF-ийн Шүүхийн журмын (ITTF Tribunal Regulations) дагуу ITTF-ийн Шүүхэд (ITTF Tribunal) давж заалдаж (appeal) болно.
10.27JURISDICTION OF THE ITTF TRIBUNALITTF-ийн Шүүхийн харьяалал
10.27.1The ITTF Tribunal shall have the jurisidiction to hear and decide in accordance with the ITTF Tribunal Regulations:ITTF-ийн Шүүх нь ITTF-ийн Шүүхийн журмын дагуу дараах асуудлыг хэлэлцэж, шийдвэрлэх бүрэн эрхтэй (jurisdiction):
10.27.1.1any suspected breach of these Regulations, as described in Article 10.25; andArticle 10.25-д заасан, энэхүү Журмыг зөрчсөн гэж сэжиглэж буй аливаа зөрчил; мөн

10.28CITATION AND COMMENCEMENTНэрлэх ба хүчин төгөлдөр болох
These Regulations may be cited as the ITTF Electoral and Appointment Regulations and shall come into operation on 25 November 2021.Энэхүү Журмыг ITTF-ийн Сонгууль ба томилгооны журам (ITTF Electoral and Appointment Regulations) гэж нэрлэж болох бөгөөд 2021 оны 11-р сарын 25-наас хүчин төгөлдөр мөрдөгдөнө.
10.29DEFINITIONSТодорхойлолт
10.29.1The capitalised terms used in these Regulations are as defined in the Statutes or as follows, unless the context otherwise requires:Энэхүү Журамд том үсгээр эхэлсэн нэр томьёонууд нь агуулгаас өөрөөр шаардахаас бусад тохиолдолд Дүрэм журамд тодорхойлсноор эсвэл дараах байдлаар тодорхойлогдоно:
10.29.1.1“Application” means an application for a determination to be Appointed or Elected to a Key Position, which shall include the Letters of Recommendation and Declaration Form.«Өргөдөл» (Application) гэж Гол албан тушаалд Томилогдох эсвэл Сонгогдох эсэхийг тогтоолгох өргөдлийг хэлэх бөгөөд үүнд Тодорхойлолтын захидлууд (Letters of Recommendation) болон Мэдүүлгийн маягт (Declaration Form) заавал орно.
10.29.1.2“Appointment”, “Appointment Process”, and “to appoint” means the process by which Candidates undergo to be appointed or stand to be appointed to a Key Position of the Permanent Committees, the Integrity Board, the Audit and Finance Committee, or the ITTF Tribunal and includes the Vetting Process .«Томилгоо» (Appointment), «Томилгооны үйл явц» (Appointment Process) болон «томилох» (to appoint) гэж Нэр дэвшигчид Байнгын хороод, Шударга байдлын зөвлөл, Аудит, санхүүгийн хороо эсвэл ITTF-ийн Шүүхийн Гол албан тушаалд томилогдох, эсвэл томилогдохоор нэр дэвших үйл явцыг хэлэх бөгөөд Шалган нягтлах үйл явцыг (Vetting Process) багтаана.
10.29.1.3“Candidate” means any person, which shall include any Exisiting Official, who has applied for an Appointment or Election to a Key Position to be determined by the Nominations Committee.«Нэр дэвшигч» (Candidate) гэж Нэр дэвшүүлэх хорооноос шийдвэрлэх Гол албан тушаалын Томилгоо эсвэл Сонгуульд өргөдөл гаргасан аливаа хүнийг хэлэх бөгөөд үүнд аливаа Одоо ажиллаж буй албан тушаалтан (Existing Official) орно.
10.29.1.4“Covered Person” means each person as defined in R10.1.«Хамаарах этгээд» (Covered Person) гэж R10.1-д тодорхойлсон этгээд бүрийг хэлнэ.
10.29.1.5“Declaration Form” means the declaration form that shall be submitted in support of an Application.«Мэдүүлгийн маягт» (Declaration Form) гэж Өргөдлийг дэмжиж хамт хүргүүлэх ёстой мэдүүлгийн маягтыг хэлнэ.
10.29.1.6“Election”, “Election Process”, and “to elect” mean the process by which Candidates undergo to be elected or stand to be elected to the Key Position of the Executive Board or ITTF Council and includes the Vetting Process.«Сонгууль» (Election), «Сонгуулийн үйл явц» (Election Process) болон «сонгох» (to elect) гэж Нэр дэвшигчид Гүйцэтгэх зөвлөл эсвэл ITTF-ийн Зөвлөлийн Гол албан тушаалд сонгогдох, эсвэл сонгогдохоор нэр дэвших үйл явцыг хэлэх бөгөөд Шалган нягтлах үйл явцыг багтаана.
10.29.1.7“Election Day” means each day during the Election when votes are cast to Elect Eligible Candidates to any Key Position.«Сонгуулийн өдөр» (Election Day) гэж Сонгуулийн үеэр Эрх бүхий Нэр дэвшигчдийг аливаа Гол албан тушаалд Сонгохоор санал өгч буй өдөр бүрийг хэлнэ.
10.29.1.8“Eligibility” and “Eligible” mean that the Candidate has satisfied the Eligibility Requirements.«Эрх бүхий байдал» (Eligibility) болон «Эрх бүхий» (Eligible) гэж Нэр дэвшигч Эрх бүхий байх шаардлагыг хангасныг хэлнэ.
10.29.1.9“Eligibility Requirements” means the requirements for a Candidate to satisfy to be Eligible.«Эрх бүхий байх шаардлага» (Eligibility Requirements) гэж Нэр дэвшигч Эрх бүхий болохын тулд хангах ёстой шаардлагуудыг хэлнэ.
10.29.1.10“Existing Official” means an Official holding the present Key Position in view of the upcoming Appointment or Election.«Одоо ажиллаж буй албан тушаалтан» (Existing Official) гэж удахгүй болох Томилгоо эсвэл Сонгуулийн хувьд тухайн Гол албан тушаалыг одоо хашиж буй албан тушаалтныг (Official) хэлнэ.
10.29.1.11“Key Position” means the key position of an Official.«Гол албан тушаал» (Key Position) гэж албан тушаалтны гол албан тушаалыг хэлнэ.
10.29.1.12“Nominating Association” means any ITTF Member Association that nominates a Candidate.«Нэр дэвшүүлэгч холбоо» (Nominating Association) гэж Нэр дэвшигчийг нэр дэвшүүлж буй ITTF-ийн аливаа Гишүүн холбоог (Member Association) хэлнэ.
10.29.1.13“Official” means a key position within ITTF in either the Executive Board, the ITTF Council, Integrity Board, Audit and Finance Committee or any Permanent Committee.«Албан тушаалтан» (Official) гэж ITTF-ийн Гүйцэтгэх зөвлөл, ITTF-ийн Зөвлөл, Шударга байдлын зөвлөл, Аудит, санхүүгийн хороо эсвэл аливаа Байнгын хорооны аль нэг дэх гол албан тушаалыг хэлнэ.
10.29.1.14“Regulations” means these ITTF Electoral and Appointment Regulations.«Журам» (Regulations) гэж энэхүү ITTF-ийн Сонгууль ба томилгооны журмыг хэлнэ.

10.29.1.16“Vetting”, “Vetting Process” and “to vet” mean the process by which the Nominations Committee screens and recommends a Candidate to be Eligible for Appointment or Election.«Шалган нягтлах» (Vetting), «Шалган нягтлах үйл явц» (Vetting Process) болон «шалган нягтлах» (to vet) гэж Нэр дэвшүүлэх хороо Нэр дэвшигчийг шалгаж, Томилгоо эсвэл Сонгуульд Эрх бүхий гэж санал болгох үйл явцыг хэлнэ.
10.30INTERPRETATIONТайлбарлах
10.30.1These Regulations are adopted pursuant to the Statutes and shall be interpreted in a manner that is consistent with applicable provisions of the Statutes.Энэхүү Журам нь Дүрэм журмын дагуу батлагдсан бөгөөд Дүрэм журмын холбогдох заалтуудтай нийцтэй байдлаар тайлбарлагдана.
In case of any conflict, the ITTF Constitution prevail over these Regulations.Аливаа зөрчилдөөн гарвал ITTF-ийн Үндсэн дүрэм (ITTF Constitution) энэхүү Журмаас давуу хүчинтэй байна.
10.30.2A “Candidate” shall include any and all Existing Officials intending to be re- Elected or re-Appointed to his respective existing Key Positions, and the Application process shall be applicable to such Existing Officials.«Нэр дэвшигч» гэдэгт тус тусын одоогийн Гол албан тушаалдаа дахин Сонгогдох эсвэл дахин Томилогдох хүсэлтэй бүх Одоо ажиллаж буй албан тушаалтнууд орох бөгөөд Өргөдөл гаргах журам ийм Одоо ажиллаж буй албан тушаалтнуудад мөн хамаарна.
10.30.3A “Candidate” shall include any potential Candidate if their Nominating Association (for the Key Positions of the Executive Board, the ITTF Council, or any Permanent Committee) or themselves (for the Key Positions of the Integrity Board, the Audit and Finance Committee, or the ITTF Tribunal) has submitted an Application or that they have conducted themselves in a manner reasonably understood that they are a Candidate, whether or not the Vetting Process or Election Process has been completed.«Нэр дэвшигч» гэдэгт Шалган нягтлах үйл явц эсвэл Сонгуулийн үйл явц дууссан эсэхээс үл хамааран, түүний Нэр дэвшүүлэгч холбоо (Гүйцэтгэх зөвлөл, ITTF-ийн Зөвлөл эсвэл аливаа Байнгын хорооны Гол албан тушаалын хувьд) эсвэл тэр өөрөө (Шударга байдлын зөвлөл, Аудит, санхүүгийн хороо эсвэл ITTF-ийн Шүүхийн Гол албан тушаалын хувьд) Өргөдөл гаргасан, эсвэл өөрийгөө Нэр дэвшигч гэж үндэслэлтэйгээр ойлгогдохоор биеэ авч явсан аливаа боломжит Нэр дэвшигч орно.
10.30.4A “Nominating Association” shall include any potential Nominating Association if it has submitted an Application or that it has conducted itself in a manner reasonably understood that it is a Nominating Association, whether or not the Vetting Process or Election Process has been completed.«Нэр дэвшүүлэгч холбоо» гэдэгт Шалган нягтлах үйл явц эсвэл Сонгуулийн үйл явц дууссан эсэхээс үл хамааран, Өргөдөл гаргасан, эсвэл өөрийгөө Нэр дэвшүүлэгч холбоо гэж үндэслэлтэйгээр ойлгогдохоор үйл ажиллагаа явуулсан аливаа боломжит Нэр дэвшүүлэгч холбоо орно.
10.30.5References to “Integrity Board” shall only apply to the positions of Independent Members of the Integrity Board, as defined in the ITTF Integrity Regulations.«Шударга байдлын зөвлөл» (Integrity Board) гэсэн ишлэл нь зөвхөн ITTF-ийн Шударга байдлын журамд (ITTF Integrity Regulations) тодорхойлсон Шударга байдлын зөвлөлийн Хараат бус гишүүдийн (Independent Members) албан тушаалд хамаарна.
