1.1CITATIONНэрлэх

1.3NAME AND LEGAL STATUSНэр ба эрх зүйн байдал
1.3.1The International Table Tennis Federation (ITTF) is a not-for-profit association governed by Article 60 ff. of the Swiss Civil Code.Олон улсын ширээний теннисний холбоо (ITTF) нь Швейцарийн Иргэний хуулийн 60 дугаар зүйл ба түүнээс хойшхи зүйлээр (Article 60 ff.) зохицуулагддаг ашгийн бус холбоо юм.

1.4PRINCIPLESЗарчмууд

1.5OBJECTIVESЗорилтууд

1.6POWERSБүрэн эрх

1.7ASSOCIATIONSХолбоод
1.7.1The members of the ITTF shall be Associations which are eligible, recognised and admitted in accordance with the Statutes.ITTF-ийн гишүүд нь Дүрэм журмын (Statutes) дагуу шаардлага хангасан, хүлээн зөвшөөрөгдсөн, элсүүлсэн Холбоод (Associations) байна.
1.7.2Associations shall not be regarded as agents of the ITTF and shall not hold themselves out as such.Холбоодыг (Associations) ITTF-ийн төлөөлөгч (agent) гэж үзэхгүй бөгөөд тэд өөрсдийгөө ийм гэж харуулж болохгүй.
1.8ELIGIBILITYГишүүнчлэлийн шаардлага
1.8.1To be considered for membership in the ITTF, any organisation seeking admission as an Association shall demonstrate that:ITTF-ийн гишүүнчлэлд авч хэлэлцүүлэхийн тулд Холбоо (Association) болж элсэхийг хүсч буй аливаа байгууллага дараахийг нотлох ёстой:

1.8.1.2it is incorporated as a legal entity in accordance with the law applicable to its Territory;өөрийн Нутаг дэвсгэрт (Territory) мөрдөгдөх хуулийн дагуу хуулийн этгээдээр бүртгүүлсэн;
1.8.1.3it is financially solvent; and,санхүүгийн хувьд төлбөрийн чадвартай; мөн

1.9ADMISSIONЭлсэлт
1.9.1Applications for membership shall be made in a form approved by the Executive Board and shall be submitted within 6 calendar months of the AGM at which the application is to be considered, except applications from former Associations.Гишүүнчлэлийн өргөдлийг Гүйцэтгэх зөвлөлөөс (Executive Board) баталсан маягтаар гаргах бөгөөд уг өргөдлийг хэлэлцэх AGM-аас 6 хуанлийн сарын дотор ирүүлнэ. 1.9.2Any application from any former Association may be accepted with immediate effect at the discretion of the Executive Board, without meeting the time limit stated in Article 1.9.1., and any such acceptance shall be ratified at the next AGM.Аливаа хуучин Холбооны (Association) өргөдлийг Гүйцэтгэх зөвлөл (Executive Board) өөрийн үзэмжээр, Article 1.9.1.-д заасан хугацааны хязгаарыг хангуулахгүйгээр шууд хүчин төгөлдөр байхаар хүлээн авч болно. 1.9.3The Executive Board shall review all applications on behalf of the AGM and make recommendations on acceptance.Гүйцэтгэх зөвлөл (Executive Board) AGM-ийн өмнөөс бүх өргөдлийг хянаж, хүлээн авах эсэх талаар зөвлөмж гаргана.
1.9.4Applications for membership shall be considered at the AGM stated in Article 1.9.1., and shall be accepted with a Two-Thirds Majority of votes.Гишүүнчлэлийн өргөдлийг Article 1.9.1.-д заасан AGM дээр хэлэлцэх бөгөөд саналын Гуравны хоёрын олонхоор (Two-Thirds Majority) хүлээн авна.

1.9.7Any election to be an Association shall not be implicated by the political, diplomatic, or national status of the Territory concerned, but shall only consider the conduct of Table Tennis therein.Холбоо (Association) болгон сонгохдоо тухайн Нутаг дэвсгэрийн (Territory) улс төр, дипломат эсвэл үндэсний статусаас хамаарахгүй бөгөөд зөвхөн тэнд Ширээний теннис хэрхэн явагдаж байгааг харгалзан үзнэ.

1.9.9Any athlete of an organisation stated under Article 1.9.8., shall have the rights of an Athlete but only in the continent concerned.Article 1.9.8.-д заасан байгууллагын аливаа тамирчин Тамирчны (Athlete) эрхтэй байна, гэхдээ зөвхөн тухайн тивийн хүрээнд.
1.10ASSOCIATION’S RIGHTSХолбооны эрх
1.10.1Each Association shall have the following rights, subject to the Statutes:Холбоо (Association) бүр Дүрэм журмын (Statutes) хүрээнд дараах эрхтэй:
1.10.1.1to appoint up to 2 Delegates to take part in the AGM in which each Association has one vote cast;Холбоо бүр нэг саналтай оролцдог AGM-д оролцуулахаар 2 хүртэл Төлөөлөгч (Delegate) томилох;
1.10.1.2to submit Propositions and Resolutions for consideration for inclusion in the agenda of the AGM or the ITTF Council meeting;AGM эсвэл ITTF-ийн Зөвлөлийн (ITTF Council) хуралдааны хэлэлцэх асуудалд оруулахаар Санал (Propositions) болон Тогтоолын төсөл (Resolutions) ирүүлэх;
1.10.1.3to nominate candidates for election or appointment within the ITTF according to the applicable Rules and Regulations;холбогдох Дүрэм (Rules) болон Журмын (Regulations) дагуу ITTF-ийн хүрээнд сонгогдох эсвэл томилогдох нэр дэвшигчдийг нэр дэвшүүлэх;
1.10.1.4to enter Athletes to participate in ITTF Sanctioned Events according to the applicable Rules and Regulations of such events;ITTF-ийн зөвшөөрөлтэй тэмцээнүүдэд (ITTF Sanctioned Events) тухайн тэмцээний холбогдох Дүрэм, Журмын дагуу Тамирчдыг (Athletes) бүртгүүлж оролцуулах;
1.10.1.5to nominate qualified match officials to officiate in ITTF Sanctioned Events according to the applicable Rules and Regulations of such events;ITTF-ийн зөвшөөрөлтэй тэмцээнүүдэд (ITTF Sanctioned Events) тухайн тэмцээний холбогдох Дүрэм, Журмын дагуу шүүгчээр ажиллуулахаар мэргэшсэн тоглолтын шүүгчдийг (match officials) нэр дэвшүүлэх;
1.10.1.6to host ITTF Sanctioned Events according to the applicable Rules and Regulations of such events;ITTF-ийн зөвшөөрөлтэй тэмцээнүүдийг (ITTF Sanctioned Events) тухайн тэмцээний холбогдох Дүрэм, Журмын дагуу зохион байгуулах (хүлээн авах);

1.11ASSOCIATION’S OBLIGATIONSХолбооны үүрэг

1.12GOVERNANCE OF ASSOCIATIONSХолбоодын засаглал
1.12.1In accordance with Article 1.11.1.3., each Association’s statutes must comply with the principles of good governance and shall contain at least provisions relating to the following matters:Article 1.11.1.3.-ын дагуу Холбоо (Association) бүрийн дүрэм журам нь сайн засаглалын зарчимд нийцсэн байх ёстой бөгөөд дор хаяж дараах асуудлын талаарх заалтыг агуулсан байна:

1.12.3If any inconsistency arises between the statutes of an Association and the Statutes, the Statutes will prevail to the extent of that inconsistency.Холбооны (Association) дүрэм журам болон Дүрэм журмын (Statutes) хооронд зөрчил гарвал тухайн зөрчлийн хэмжээнд Дүрэм журам давуу хүчинтэй байна.

1.14SUBSCRIPTION FEEГишүүнчлэлийн хураамж
1.14.1Each Association shall pay an annual subscription fee as determined by the AGM.Холбоо (Association) бүр AGM-аас тогтоосон жилийн гишүүнчлэлийн хураамжийг төлнө.

1.15WITHDRAWALГишүүнчлэлээс гарах

1.16SUSPENSION AND OTHER SANCTIONS BY THE EXECUTIVE BOARDГүйцэтгэх зөвлөлөөс ногдуулах түдгэлзүүлэлт болон бусад шийтгэл
1.16.1The Executive Board may decide by Two-Thirds Majority provisionally suspend or otherwise sanction any Association in the manner prescribed under the Statutes for a specified period if, in the Executive Board’s opinion:Гүйцэтгэх зөвлөл (Executive Board) дараах тохиолдолд гэж үзвэл Гуравны хоёрын олонхоор (Two-Thirds Majority) аливаа Холбоог (Association) тодорхой хугацаагаар түр түдгэлзүүлэх эсвэл Дүрэм журамд (Statutes) заасан бусад хэлбэрээр шийтгэл (sanction) ногдуулахаар шийдвэрлэж болно:

1.18CONSEQUENCES OF SUSPENSION, EXPULSION OR WITHDRAWALТүдгэлзүүлэх, хөөх эсвэл гишүүнчлэлээс гарахын үр дагавар
1.18.1Any suspended, expelled or withdrawn Association shall immediately:Түдгэлзүүлсэн, хөөгдсөн эсвэл гишүүнчлэлээс гарсан аливаа Холбоо (Association) нэн даруй:

1.18.1.2forfeit and not be entitled to any right, entitlement, or benefit which it would otherwise have under the Statutes as an Association, in particular those stated under Article 1.10., except where an ITTF Sanctioned Event has been approved for the suspended, expelled, or withdrawn Association, the Executive Board may establish a relevant body to oversee the organisation of the such event and under such terms it imposes;Холбооны (Association) хувьд Дүрэм журмаар (Statutes) эдлэх ёстой байсан аливаа эрх, эрх ашиг, давуу талаа, ялангуяа Article 1.10.-д заасныг алдах бөгөөд тэдгээрийг эдлэх эрхгүй болно. 1.41PLACE, DATE, AND TIMEГазар, огноо, цаг

1.43.2The notice of the actual deadline for the receipt of business, Propositions, and Resolutions shall be sent to all persons entitled to propose such matters by the Secretariat within 6 calendar months of the AGM.Хэлэлцэх асуудал, Санал, Тогтоолыг хүлээн авах эцсийн хугацааны мэдэгдлийг Нарийн бичгийн газар ийм асуудал дэвшүүлэх эрхтэй бүх хүмүүст AGM болохоос 6 хуанлийн сарын өмнө илгээнэ.

1.44REVIEW OF PROPOSITIONS AND RESOLUTIONSСанал ба Тогтоолыг хянах
1.44.1Upon receiving any submitted Proposition or Resolution, the Secretariat shall review such document with the assistance of any relevant and qualified person and notify the Proposer of any Advised Change within 14 days of the deadline to submit Propositions and Resolutions.Ирүүлсэн аливаа Санал эсвэл Тогтоолыг хүлээн авмагц Нарийн бичгийн газар тухайн баримт бичгийг холбогдох, мэргэшсэн аливаа хүний туслалцаатайгаар хянаж, Санал, Тогтоол ирүүлэх эцсийн хугацаанаас хойш 14 хоногийн дотор аливаа Зөвлөмжилсөн өөрчлөлт (Advised Change)-ийг Санал гаргагч (Proposer)-д мэдэгдэнэ.

1.44.6Upon being notified under Article 1.44.5., the Executive Board shall consider all Qualified Proposals with the Secretariat’s recommendations and any other submitted Proposition or Resolution.Article 1.44.5.-ын дагуу мэдэгдэл хүлээн авмагц Гүйцэтгэх зөвлөл бүх Шалгуурт саналыг Нарийн бичгийн газрын зөвлөмжийн хамт, мөн ирүүлсэн бусад аливаа Санал, Тогтоолыг хэлэлцэнэ.

1.44.8The Executive Board may refuse to include any Proposition or Resolution in the agenda of the AGM, if, in its opinion, the Proposition or Resolution:Гүйцэтгэх зөвлөлийн үзэж байгаагаар Санал эсвэл Тогтоол дараах шинжтэй бол түүнийг AGM-ийн хэлэлцэх асуудалд оруулахаас татгалзаж болно:
1.44.8.1is incomprehensible;ойлгомжгүй;

1.45DEADLINESЭцсийн хугацаа

1.47SPEAKING AT THE AGMAGM дээр үг хэлэх
1.47.1The AGM Chair shall decide how many speakers will be permitted to speak on each Proposition and Resolution.Санал, Тогтоол тус бүр дээр хэдэн илтгэгч үг хэлэхийг AGM-ийн дарга шийднэ.

1.48VOTING AT THE AGMAGM дээрх санал хураалт

1.50.1Minutes and relevant documents shall be kept for the AGM and published in an appropriate manner.AGM-ийн тэмдэглэл болон холбогдох баримт бичгийг хадгалж, зохих хэлбэрээр нийтэлнэ.

1.51IRREGULARITYЗөрчил, алдаа

1.52EXTRAORDINARY GENERAL MEETINGЭэлжит бус хурал

1.58.2At its meeting, the ITTF Council shall review all Propositions and Resolutions submitted to it following the review process stated under Article 1.44.
